Organised criminal gangs traffick some here. Their own families put others to work. Sent out onto the street day in, day out to generate income from the generosity of sympathetic passing strangers. We can see these children as pests. Irritants who cause trouble, break the law and harass people. They may be all these things. But many are, above all, victims of exploitation by adults.
