For many parents last week, it must have seemed like good news when the Conservatives unveiled their latest policy: children who fail their primary school leaving exams in English and maths will be made to retake them in the first year of secondary. This is in order to ensure there is “zero tolerance of failure and mediocrity” and that bright pupils aren’t held back.
