Once again, Floridians are stunned and sickened by the death of a child, 5-year-old Phoebe Jonchuck, whose father dropped her off the side of a bridge. Once again, state legislators, child advocates and caring residents are wrestling with how government can save children from dysfunctional parents and caregivers.
